Regulatory status
PayPal Holdings Inc. is a public company on NASDAQ under PYPL. PYUSD is not issued by PayPal itself but by Paxos Trust Company under NYDFS oversight and since December 2025 an OCC national trust charter. Paxos publishes monthly reserve reports and third party attestations for PYUSD reserves.
Entity structure
PayPal Holdings Inc. is the Delaware incorporated NASDAQ listed parent, independent from eBay since July 2015. PYUSD is issued by Paxos Trust Company under New York and now federal trust oversight while PayPal distributes the token through PayPal and Venmo.
