The ARB token is a governance token that allows holders to participate in the Arbitrum DAO's on-chain governance protocol. Holders can vote on governance proposals that affect the operation and evolution of the Arbitrum One and Arbitrum Nova chains. This includes proposals for upgrades to the chain, as well as proposals for how to use the funds within the DAO Treasury.

ARB holders can vote on proposals or delegate to other wallets. Governance is responsible for the Treasury, Arb One & Nova contracts, Arb One & Nova L2 parameters, governance contracts and the Arbitrum Foundation Administrative Budget Wallet

Governance Decisions

ARB

Governance has two main bodies: the DAO and the Security Council. Proposals start on the forum, move to Snapshot, then are executed onchain.

Treasury Decisions

ARB

The DAO treasury is governed by governance votes. Token holders can propose and vote on how to use treasury funds, and the treasury is used to fund ongoing development and maintenance of the organization.

Revenue Decisions

ARB

ARB holders control revenue decisions, can vote to direct sequencer revenue, implement fee-sharing or burn/allocate fees.

Sequencer revenue and fee flows are governed by DAO proposals and flow to the DAO treasury. The DAO has authority to capture and direct a portion of sequencer profits. There is no per-token fee distribution, buyback, or dividend. Any fee recipient can be changed by the DAO via a constitutional proposal.

Equity Statement

The Arbitrum Foundation is tasked with developing and nurturing the Arbitrum ecosystem. The Foundation is governed by a Board of Directors, over which the Arbitrum DAO has significant authority. Arbitrum protocol revenue (sequencer profits, Timeboost, BoLD bonds) flows to the Arbitrum DAO treasury, not to Offchain Labs or the Foundation. The Foundation only breaks even on L1 costs via the L1 Base Fee.

Per the official Fee Distribution doc: the L1 Base Fee goes to the Sequencer operator (currently the Arbitrum Foundation) only to refund L1 posting costs (break-even, no profit); the remaining components (L2 Base Fee, L1 Surplus Fee, L2 Surplus Fee) go to the Arbitrum DAO. ARB holders control the treasury collectively but hold no direct, per-token claim on revenue.
