ORCA is the governance token of Orca, xORCA is Orca's staking program that earns rewards from trading fees
Governance Rights
ControlAny ORCA holder can submit proposals. An elected Governance Council handles day-to-day execution of approved proposals and certain operational decisions. Staked xORCA provides boosted governance power and staking rewards.
Governance Decisions
All holders can submit proposals, vote & participate in discussions, and elect Council members. Elected DAO Council manages proposal implementations & controls parameters
Treasury Decisions
The Orca Treasury includes the Community ORCA Treasury and the accumulating Orca Fee Treasury, which may be used by tokenholders to fund development grants or other initiatives that support the long-term health of the Orca protocol.

Holder governance indirectly controls revenue decisions through election of DAO Council
