ZRO is the limited governance token, allowing holders to control protocol fee accrual and functioning as a utility token that can be used today to pay LayerZero messaging fees and to stake into CryptoEconomic Decentralized Verifier Networks (DVNs) for cryptoeconomic security under the optional EigenLayer-based framework.
Governance Rights
ControlZRO's primary utility is governance over the protocol fee switch through a fixed, immutable onchain mechanism. If the fee switch is activated through governance, the referendum Treasury Contract will collect fees on the local chain and burn them.
Governance Decisions
An immutable smart contract enforces a public onchain referendum every six months. ZRO holders vote YES or NO.
Treasury Decisions
The LayerZero Foundation manages treasury functions.
Revenue Decisions
ZRO holders control whether the protocol charges a revenue-generating fee.
Fee Switch
OFFIn December 2025, a Governance Fee Switch Referendum to apply a fee to each LayerZero Message, convert to ZRO and burn did not reach quorum. The fee switch will remain off until the next vote, programmed to occur every six months.
Primary Value Accrual
BuybacksValue accrues through ZRO buybacks funded by excess Stargate revenue.
Equity Statement
Zero will not issue any new tokens, ZRO is the only asset. After the fee switch is activated, all platform revenues and economic value generated by Zero, LayerZero, and Stargate will directly belong to ZRO holders.
Economic Rights
Value CaptureAfter the acquisition of Stargate Finance, excess Stargate revenue funds monthly ZRO buybacks on the open market.
